New Home Support Packages

Understanding What the Aged Care Changes Mean For You – the New Home Support Packages Are Now Available

From Saturday 1 November 2025, a major change arrives in aged-care support for older Australians  –  including many in the Port Stephens area. The new system, the Support at Home program, replaces the long-standing Home Care Packages scheme and other in-home supports.

What does the change mean locally?

For many seniors here in Port Stephens who were already receiving a Home Care Package, the transition will be automatic: you should keep the same level of funded support, your unspent funds move across and your current provider will help you sign a new service agreement.

“To be clear if you were receiving a Home Care Package in September, you do not need to reapply,” says Jeanine Loudoun, Senior Manager of Care For You at Home.

This is in line with the “no worse off” promise from the Federal Government that protects people receiving a Home Care Package before September 2024.

“Those needing home care, who are not already in the system should apply for an assessment via the My Aged Care website.”

For others, especially those first approved after 12 September 2024, the rules shift.

Support at Home introduces different classifications. It has eight levels, plus two short-term pathways, for restorative care and end-of-life care, to enable people to stay at home longer. The highest package is $78,000 a year.

What will stay the same – and what will change?

  • Essential clinical care (nursing, allied health i.e. physiotherapy) remains fully government funded.
  • Everyday support (household help, transport, social outings) is more clearly defined under the new model and may require a contribution depending on income and assets.
  • Providers must publish standard prices and current clients will receive new service agreements ahead of the switch.

“Many of our residents over 65 want to remain in their homes, close to their community, family and familiar surroundings,” Jeanine said. “We are hoping this system helps those residents with their choice and their independence, and importantly they receive the care they need.”

“However, it is important to check in with their current provider to see what the new service agreement says whether prices change and whether any extra contributions may apply.

“We’re keen to help our clients understand what this means for them — the service may look the same, but the paperwork and fee arrangements may be different. We are here for you.”

What to do now

  • If you’re using a Home Care Package, speak with your provider in the next few weeks so you understand how your support will transition.
  • If you’re not yet accessing one but may need help in future, visit My Aged Care or call 1800 200 422 to register interest and stay informed.
  • Look out for any correspondence from your provider or the government, it will explain the new classifications and any updated costs.
  • If you’re a carer, family member or friend of someone entering the system, help them review the new agreement and brainstorm how the changes affect their home-care plan.
